Saltzman & Evinch, P.C. provides a variety of legal services to foreign and domestic clients in the private and public sectors. Günay Evinch, Principal

Günay Evinch is a second generation Turkish American of Ottoman Macedonian heritage. His concentration is public international law, and issues involving international treaties, international organizations, international and federal jurisdiction, foreign affairs law, state sovereignty, military prerogatives, anti-terrorism and human rights, the law of war, and the law of the sea.

From 1991 and 1993, Günay was a U.S. Fulbright Scholar in International Law and a Japanese Sasakawa Peace Foundation Fellow in International Relations in Turkey. Günay received his Juris Doctor from Washington & Lee University School of Law, Virginia (1991), completed an EU Legal Studies Program at the University of Madrid (1989), and double majored in Economics and Political Science-Public Service at the University of California, Davis (UCD) (1986). He interned with the San Francisco District Attorney, Sacramento Federal Public Defender, and San Mateo office of Congressman Tom Lantos.

Günay served as President of his law school, President of the American International Law Society W&L Chapter, and Chairman of the Student Programs Board of his college. At UCD, he served as advisor to international and upper-division students, for which he received the UC Regents Outstanding Senior Award.

Günayıs expertise has been utilized by the departments of state of the U.S., Netherlands, Turkey, and North Cyprus, as well as by various authors as Robert Kaplan. He has consulted for or written in the Barrister Magazine, The New York Times, The New York Times Magazine, The International Herald Tribune, The Washington Post, The Washington Times, The Atlantic Monthly, National Geographic Magazine, Time International, The Christian Science Monitor, and various Turkish dailies.

Gunay was born in Chicago and raised in San Francisco. He is a native English speaker and fluent in Turkish. He is married and has one child.

David Saltzman, Principal

David Saltzman is licensed to practice in New York and the District of Columbia. Though equally involved as Gunay in the firm's extensive public international law practice, David's primary concentration is private international corporate and commercial law, private and public law litigation, arbitration, and WTO issues.

From 1991 to 1993, David was an associate in the Commercial Litigation Group at Chadbourne & Parke, LLP in New York. There, he worked on a wide variety of complex matters, ranging from occupational safety and health to the Foreign Corrupt Practices Act. David received his Juris Doctor from Washington & Lee University School of Law in 1991. David conducted his Bachelorıs studies at the College of William & Mary in Virginia and the Université Paul Valéry in Montpellier, France.

David has traveled extensively in Turkey and other European countries and has authored several academic papers and media articles concerning trade and non-trade issues that effect U.S.-Turkish relations. He has spoken before large audiences on international affairs issues on numerous occasions and has lectured at the Smithsonian Institution regarding the illicit trade in Turkish cultural property. David speaks French fluently and Turkish passably, and has a working knowledge of Spanish and Hebrew.







Rachel Cerqueira, Associate

Rachel Cerqueira’s concentration is on pubic international law and commercial law.

Rachel received her Juris Doctor from The Ohio State University Moritz College of Law in 2011, where she was a Managing Editor of The Ohio State Law Journal.  She received her Bachelor of Arts degree from Georgetown University in 2006.  As a student at Georgetown, she participated in the McGhee Center Program for Eastern Mediterranean Studies in Alanya, Turkey.

While in law school, Rachel served as a judicial extern for the Chief Judge of the United States Court of Appeals for the Armed Forces, the highest military appellate court.  Prior to that, she worked as a legal research associate at the Ohio State Legal Services Association. 

From 2006 until 2008, Rachel lived and worked in Istanbul, Turkey where she interned at the U.S. Foreign Commercial Service.  There, she conducted research for government market reports and for private businesses looking to enter the Turkish market.  Following this internship, she, along with a co-partner, established two companies: a translation and editing company and an educational consulting company.
